Train Keisei Skyliner Nippori station and Narita Airport Terminal 2 in a minimum of 36 min.
2,400 yen. Wheelchair space and accessible toilet on car #5.
Stations are full wheelchair accessible. Very comfortable.
  
Keisei City Liner via Keisei main line. about 65 min. The number is limited. 1,920 yen.
1,400 yen, early morning time from airport and evening time from Ueno / Nippori. 
No wheelchair space and accessible toilet on train, but possible to ride.
   
Keisei Access Express Local train. Same route as Skyliner, but slow. Stop some stations. 
1,200 yen. The fare without liner price. 1 hour and more.
   
Keisei Limited Express
Keisei
Local train via Keisei main line. Many trains. Crowed. 1,000 yen. 
Major stations are wheelchair accessible.  

JR  Narita Express via Tokyo to Shinjuku or Yokohama. about 60 minutes to Tokyo. 
2,940 yen to Tokyo.  4,430 yen first class ( Green cars ). 
Multi-purpose cabin ( wheelchair users can use ) and large toilet on car #6.
 
JR  Airport Narita Local train. Always crowed. about 90 min between Tokyo and Narita airport.
1,280 yen. Cheaper than N'EX. Not many number. 
Wheelchair space is sometime available on front car.  

Bus Airport Limousine Bus So many destination. No non-step bus. Stairs on door. 3000 yen to Tokyo station.
Accessibility guide shows electrical wheelchair users cannot use.
 
other company  Keisei bus, Chiba Kotsu, and other company also have no non-step bus.
Not easy to use if you cannot climb up stairs of bus.

Taxi airport taxi It costs too much. If you are rich, no problem.
  

Car parking Car park in airport. Many cheap price car park around airport.

to / from  Haneda airport

 

Bus is very popular, but difficult to use bus for wheelchair users.
No direct train between Narita airport and Haneda airport. 
Keisei and Keikyu ( change Aoto ), JR and Keikyu( change Shinagawa ) by train.
